  Investors shifted into a broad buying mood on Tuesday driving all but one of the S&P's 11 largest sectors higher as financials led the gains, while defensive utilities fell. Facebook shares partially recovered from the outage rising 2% and even amid the whistleblower testimony. Oil climbed to $78.93 per barrel, the highest since October of 2014.
