The directive follows a series of investigations by The Times into airstrikes that killed civilians, including the cover-up of an airstrike in Syria in 2019 had killed dozens of women and children; revealing that an August strike in Kabul had been botched and killed 10 innocent civilians; and publishing a trove of documents that suggested systemic problems with airstrikes in the wars in Afghanistan and Syria dating back to 2014.
