Mr. Biden could announce the plan to tap the reserves as soon as Thursday, according to a person familiar with the White House deliberations on the issue.

If fully enacted, the president's plan would release 180 million barrels from the reserve, which is intended to help the nation weather spikes in demand or drops in supply.
