HOT AIR BALLOON FLIGHT

The Justice Department charged Aleksandr Viktorovich Ionov with conspiring to have American citizens act as illegal agents of the Russian government. Mr. Ionov, who lives in Moscow and is not in custody, is accused of recruiting three political groups in Florida, Georgia and California.
